Auto-scroll or surface validation errors when required fields are missing on Action creation

When creating an Action, not all required fields are visible in the viewport at the same time. If I submit the form without filling in a required field — such as the prompt — the form does not submit, and no error message appears near the button. The only indication that something is missing is a red highlight on the field itself, which may be above the current scroll position.

This means the "Create Action" button appears unresponsive, and the missing field is only discoverable by manually scrolling back through the form.

Requested behavior: When a required field is missing on submission, either automatically scroll to the first incomplete field or display an inline error message near the submit button that identifies what is missing.Auto-scroll or surface validation errors when required fields are missing on Action creation
