Recognize files mentioned by name in my prompt, even when my scope is empty

When I clear all files from my chat scope and then send a prompt that references a specific file by name, Chief tells me the file is not in scope — and doesn't return a useful response.

If I name a file in my message, I'd expect Chief to use it. The file exists in my library, and the intent is clear from the prompt itself. It would be helpful if Chief could recognize that reference and either automatically include the file for that query or ask me to confirm before proceeding — rather than stopping entirely and saying nothing is available.
